text-indent: 2em; line-height: 2em;">据了解，凡在本县范围内登记注册并经营满两年（含）以上的经营单位，均可申请参加“星级文明诚信个体户”的评选认定活动。评选认定活动每年度进行一次，当年4月至6月为申报审核和认定时间。文明诚信个体户实行星级认定，等级从高到低依次为三星级、二星级、一星级。实行“星级文明诚信个体户”复审复查制度，凡被认定为“星级文明诚信个体户”，后经调查核实已丧失星级文明诚信个体户评选条件或有弄虚作假、骗取认定等情形的，取消其“星级文明诚信个体户”称号。</p><p style="text-align: center;"></p></section></section><section class="_135editor" data-tools="135编辑器" data-id="89069" style=" border-width: 0px; line-height: 2em;">第一条 为促进全县非公有制经济发展，强化个私经营者的信用意识，倡导文明诚实守信依法的经营理念和道德风尚，结合本县实际，制定本办法。</p><p style="text-indent: 2em; line-height: 2em;">第二条 凡在本县范围内登记注册并经营时间满两年（含）以上的经营单位，可申请参加“星级文明诚信个体户”的评选认定活动。</p><p style="text-indent: 2em; line-height: 2em;">第三条 成立由市场和质量监督管理局、文明办、农商银行、个私协会等有关部门主要负责同志为成员的创评工作领导小组，领导小组下设办公室，办公室设在县市场和质量监督管理局，主要负责星级文明诚信个体户创评活动的组织、领导、协调、督导工作。</p><p style="text-indent: 2em; line-height: 2em;">第四条 评选认定“文明诚信个体户”是指通过政府主导，部门互动，群众参与，对经营单位的道德水准、践行社会主义核心价值观情况以及文明经营、依法经营、诚信经营情况进行综合评价。综合评价以《寻乌县星级文明诚信个体户评议标准（试行）》为准。</p><p style="text-indent: 2em; line-height: 2em;">文明诚信个体户实行星级认定。依据本办法和评议标准评定，得分在90分（含）以上的认定为三星级文明诚信个体户，得分在80分（含）-90分（不含）的认定为二星级文明诚信个体户，得分在70分（含）-80分（不含）的认定为一星级文明诚信个体户。</p><p style="text-indent: 2em; line-height: 2em;">第五条 参加“星级文明诚信个体户”评选认定活动实行自愿申请，遵循公平公开、动态管理、褒扬诚信的原则。</p><p style="text-indent: 2em; line-height: 2em;">第六条 经营单位参评“星级文明诚信个体户”应当符合下列基本条件：</p><p style="text-indent: 2em; line-height: 2em;">（1）从事相关经营活动所必需的证照合法、齐全；</p><p style="text-indent: 2em; line-height: 2em;">（2）有固定经营场所，从事同类经营活动持续两年以上；</p><p style="text-indent: 2em; line-height: 2em;">（3）诚实守信，文明经商；</p><p style="text-indent: 2em; line-height: 2em;">（4）无严重的违法乱纪行为。</p><p style="text-indent: 2em; line-height: 2em;">经营单位负责人有下列情形之一的，实行一票否决，不参评“星级文明诚信个体户”。</p><p style="text-indent: 2em; line-height: 2em;">（1）近2年内受到刑事处罚的；</p><p style="text-indent: 2em; line-height: 2em;">（2）当年度有违法用地或者违法建筑行为的；</p><p style="text-indent: 2em; line-height: 2em;">（3）近2年内有赌博、嫖娼、吸毒行为受到治安处罚的；</p><p style="text-indent: 2em; line-height: 2em;">（4）当年度因欺诈经营受到行政处罚的；</p><p style="text-indent: 2em; line-height: 2em;">（5）在寻乌农商行等金融机构存在不良贷款的；</p><p style="text-indent: 2em; line-height: 2em;">（6）在个人征信报告中存在严重不良记录的；</p><p style="text-indent: 2em; line-height: 2em;">（7）县创评领导小组认定的其它行为。</p><p style="text-indent: 2em; line-height: 2em;">第七条 “星级文明诚信个体户”评选认定活动每年度进行一次，当年4月至6月为申报审核和认定时间。</p><p style="text-indent: 2em; line-height: 2em;">第九条 “星级文明诚信个体户”评选认定活动按以下程序和步骤进行：</p><p style="text-indent: 2em; line-height: 2em;">（1）基层工商分局在本辖区范围内广泛宣传星级文明诚信个体户创评活动的目的意义、创评原则、标准、条件、方式等。</p><p style="text-indent: 2em; line-height: 2em;">（2）个体经营者以书面形式向基层工商分局提出参评申请。</p><p style="text-indent: 2em; line-height: 2em;">（3）基层工商分局对辖区内的参评申请进行初步审核，确定参评人员名册。</p><p style="text-indent: 2em; line-height: 2em;">（4）基层工商分局根据参评人员名册逐一发放《江西省星级文明诚信个体户申报表》，由参评人员填报。</p><p style="text-indent: 2em; line-height: 2em;">（5）文明诚信个体户公评公议小组根据参评人员填报的自评表和推荐表，进行公评公议，包括评议打分、信用调查等，初步确定本辖区内的文明诚信商户候选人名单和星级档次并公示，同时公布投诉举报电话，接受广大会员和群众监督。公示无异议后报县创评工作领导小组办公室。</p><p style="text-indent: 2em; line-height: 2em;">（6）县创评工作领导小组办公室在征求相关部门的意见并查询相关信息后，确定当选文明诚信商户名单和星级档次。</p><p style="text-indent: 2em; line-height: 2em;">（7）对当选的星级文明诚信个体户发给证书和牌匾，并发文予以通报。三星级“文明诚信商户”在报刊、网络等渠道予以公告。</p><p style="text-indent: 2em; line-height: 2em;">第十条 评选认定“星级文明诚信个体户”应当审核以下材料和事项。</p><p style="text-indent: 2em; line-height: 2em;">（1）《江西省星级文明诚信个体户申报表》</p><p style="text-indent: 2em; line-height: 2em;">（2）营业执照副本复印件；</p><p style="text-indent: 2em; line-height: 2em;">（3）相关资质证书复印件；</p><p style="text-indent: 2em; line-height: 2em;">（4）相关金融部门的意见；</p><p style="text-indent: 2em; line-height: 2em;">（6）市管局、公安、计生、税务等部门的意见；</p><p style="text-indent: 2em; line-height: 2em;">（7）其它需要提交的材料。</p><p style="text-indent: 2em; line-height: 2em;">《江西省星级文明诚信个体户申报表》式样由县星级文明诚信个体户创评工作领导小组办公室制定。相关金融机构意见，市管局、公安等部门的意见在《申报表》上签署并加盖公章。</p><p style="text-indent: 2em; line-height: 2em;">第十一条 获评“星级文明诚信个体户”的经营单位享有以下褒奖措施：</p><p style="text-indent: 2em; line-height: 2em;">（1）信贷支持。“星级文明诚信个体户”自获证之日起可获得寻乌农商银行一定额度内无需抵押的贷款授信扶持。具体贷款额度和贷款方按《寻乌农商银行“诚商信贷通”贷款管理办法》的规定，根据商户的资产实力、经营规模和资金需要等情况确定。</p><p style="text-indent: 2em; line-height: 2em;">（2）重点帮扶。县市场和质量监督管理局与星级文明诚信个体户建立即时联络机制，定向宣传国家有关优惠政策和产业扶持政策，并积极协助星级文明诚信个体户争取政策倾斜，解决生产经营过程中的实际问题和困难。</p><p style="text-indent: 2em; line-height: 2em;">（3）个体私营经济协会提供的其它优惠服务。</p><p style="text-indent: 2em; line-height: 2em;">第十二条 建立“星级文明诚信个体户”复审复查制度。凡被认定为“星级文明诚信个体户”，后经调查核实已丧失星级文明诚信个体户评选条件或有弄虚作假、骗取认定等情形的，取消其“星级文明诚信个体户”称号，并在电视台公告。</p><p style="text-indent: 2em; line-height: 2em;">第十三条 骗取认定的“星级文明诚信个体户”，两年内不得再申报“文明诚信商户”的评比认定，也不得评先和享受个私协会提供的各项优惠服务。</p><p style="text-indent: 2em; line-height: 2em;">第十四条 凡被认定为“星级文明诚信个体户”的，其《申报表》存入登记档案。</p><p style="text-indent: 2em;
