寻乌山清水秀的奥秘

font-size:14px;margin-top: 10px;" class="135brush" data-width="100%"><p style="text-indent: 2em; line-height: 2em;"><span style="font-size: 16px;">走进寻乌县城区居民的饮用水源地——三标乡九曲湾库区，碧波荡漾，水清岸绿，宁静的湖面上难觅漂浮物。乡长刘卓霖解释说：“为减少河道水质污染，我们建立了河道巡查清理机制。我任乡级河长，各村主任任河段长，还聘请了37名河道管理员，分河段落实细化责任。河道管理员对所负责的河道进行一日一清理，河长、河段长每周至少巡查一次。”九曲湾库区河道的管理，正是寻乌县抓实河道管护的一个缩影。</span></p><p style="text-indent: 2em; line-height: 2em;"><span style="font-size: 16px;">寻乌县地处山区，河网密度大，河流岸线长，全县流域面积10至100平方公里的河流有66条、100平方公里以上的河流有7条。管理好河道，是实施“河长制”首先要解决的问题。</span></p><p style="text-indent: 2em; line-height: 2em;"><span style="font-size: 16px;">为解决河道管护“有人管、规范管、管到位”的问题，寻乌县组建了综合执法队伍，整合公安、环保、水利、矿管等部门人员组建“河长制”县级综合执法队，乡村两级整合干部力量组建河道管护工作队。全县184个村均聘请了保洁员，组建了相对稳定的河道保洁队伍。同时，实行“河长制”工作证制度，县乡村组河长在开展“河长制”工作中，统一佩戴含二维码的“寻乌县河长制工作证”，接受社会监督。保洁队伍也统一穿着标有“河道保洁员”字样的工作服。</span></p></section></section><section style="width:100%; line-height: 2em;"><span style="font-size: 16px;">寻乌县马蹄河县城段由于穿越两个乡镇，涉及8个村居，沿河居住人口众多，不便管理，经常出现河道垃圾清理不及时的问题。</span></p><p style="text-indent: 2em; line-height: 2em;"><span style="font-size: 16px;">为了解决管理不到位的问题，寻乌县通过购买第三方河道垃圾清理服务，对马蹄河县城段河道垃圾清理统一打包给第三方，有效解决了河道垃圾清理不及时、不到位问题。如今，原本脏、乱、差、臭的河道，成为县城一条优美的玉带。</span></p><p style="text-indent: 2em; line-height: 2em;"><span style="font-size: 16px;">因为通过购买社会化服务取得了明显成效，寻乌县积极向各乡镇推广通过购买第三方河道垃圾清理服务来清理河道垃圾，解决上下游、左右岸河道垃圾清理这一老大难问题。同样，鉴于当前的“河长制”工作缺乏技术支撑问题，寻乌县河长办选取了具有雄厚软件开发实力的公司开发“河长制”信息管理系统平台。在河长办，记者登录信息管理系统平台，查询了解了水质近况、境内河流存在的问题及解决对策，以及专项整治、考核管理等内容。如今，寻乌县通过建立信息管理平台，进一步实现了“河长制”工作的规范化管理，增强了区域合作，加强了上下游、左右岸协调推进，提升了工作效率。</span></p></section></section><section style="width:100%; line-height: 2em;"><span style="font-size: 16px;">“河长制”作为一种制度，能否发挥作用，关键要在落实和考核上下功夫。</span></p><p style="text-indent: 2em; line-height: 2em;"><span style="font-size: 16px;">寻乌县实行全流域检测，提高了考核的科学性。全县设置国控、省控水功能检测断面10个，乡镇跨界断面水质考核断面16个，跨界抽检断面21个，重点污染区域抽检断面3个，饮用水源区监测点7个，形成了覆盖整个水功能区、各个流域水系的水检测网络。此外，针对少数县直责任单位执法不主动、不配合、不到位的问题，一改过去传统做法，由乡镇对县直责任单位履职、配合协调、工作效率等方面进行考核评分，解决了乡镇没有执法权，而执法责任单位又配合不够的问题。</span></p><p style="text-indent: 2em;
