调产业优结构，脱贫增收日子有奔头

line-height: 2em;"><span style="font-size: 16px;">农业是“根”，产业是“路”。打好脱贫攻坚战，选好扶贫产业，品种尤为关键。近年来，我县围绕贫困户脱贫增收目标，按照“柑橘为主、多元发展”的思路，以乡镇为主线打造沟域经济带，重点发展甜柿、猕猴桃、蓝莓、蔬菜等种植业，逐步形成“村村有产业、户户有项目、人人有收入”的产业扶贫新格局。</span></p><p style="color: rgb(89, 89, 89); text-indent: 2em; line-height: 2em;"><span style="font-size: 16px;">2012年，柑橘黄龙病大面积爆发，全县柑橘产业陷入减收局面。面对严峻局势，我县积极出台农业产业政策，走产业转型发展道路。县农粮局局长古清华说：“在品种结构上，邀请华中农大和江西农大等科研院校的专家来县里技术指导，选择性引导群众发展，做到长短结合、以短养长，逐步解决群众增收难问题”。</span></p></section></section></section></section><p><br></p><section class="_135editor" data-tools="135编辑器" data-id="85952" style=" border-width: 0px; line-height: 2em;">2014年，古安金砍掉自家柑橘黄龙病树，一时间没了稳定收入来源。经过反复思考推敲，他决定进行产业转型，最终选择试种猕猴桃。他多次往各省猕猴桃产区跑，学习种植技术，找专家分析论证寻乌的气候、土壤等条件，最终确定寻乌适宜种植猕猴桃，并率先试种了7亩600多株。几年后，猕猴桃成熟上市，他赚到了产业转型后的“第一桶金”。</p><p></p><p style="text-indent: 2em; line-height: 2em;">后来，在古安金带动下，晨光镇香山村成立华美猕猴桃专业合作社，采取“合作社+家庭农场+农户”的模式发展猕猴桃产业，并为贫困户提供长期工作岗位20余个，短期工作岗位60余个，每年人均可实现增收8000余元。目前，共辐射带动晨光镇香山、竹背、新群3个行政村219户农户，有86户贫困户参与种植。</p><p style="text-indent: 2em; line-height: 2em;">去年，香山村香塘背小组贫困户古新元加入合作社，种植了7亩猕猴桃，并享受到政府5600元的政策奖补。古新元说：“现在政府政策奖补力度大，是发展产业的好时候。我要在合作社的帮扶下，努力打理好猕猴桃园，争取早日取得收入脱贫致富。”古安金表示，目前县里重点发展猕猴桃产业，这提高了种植户的信心，现在发展势头很好，计划扩大种植规模，带动更多群众增收致富。</p></section></section></section></section><p style="text-align: center;"></p><section class="_135editor" data-tools="135编辑器" data-id="85952" style=" border-width: 0px; line-height: 2em;">我县在发展种植业的同时，积极鼓励家庭农场、专业大户、农民合作社等新型农业经营主体参与产业扶贫，探索出覆盖面广的“三变”模式（即：资源变资产，资金变股金，农民变股民），合理确定贫困户股份比例，使其分享产业红利。</p><p></p><p style="text-indent: 2em; line-height: 2em;">文峰乡富民养兔专业合作社通过吸纳贫困户资金入股，解决了发展中资金短缺的问题，也为贫困户解决了技术、销售难题。目前，合作社共吸纳20余户贫困户养兔，每户每年可获得8000-12000元不等的利润分红，进一步增强了贫困户对养兔产业的信心。</p></section></section></section></section><p style="text-align: center;"></p><section class="_135editor" data-tools="135编辑器" data-id="85952" style=" border-width: 0px; line-height: 2em;">采访中，副县长辜青青对记者说：“通过创新农业产业项目，与贫困户建立稳定利益联结机制，对使用财政专项扶贫资金的农业产业项目，用工时优先聘用当地困难群众，企业按搭建蔬菜大棚面积的15%-20%无偿交给所在村委会经营管理，所产生的利润全部用于村级脱贫攻坚投入或贫困户脱贫，也可分给贫困户种植，企业给予全程技术指导，并按照不低于同期市场价格保底收购农产品，促进贫困户稳步增收脱贫。”</p><p style="text-indent: 2em;
