【林业产业扶贫】让贫困户享受生态建设“红利”

line-height: 2em;">扶贫迈到攻坚期，每走一步都牵一发而动全身。为打赢这场硬仗，必须借助各方力量，啃下硬骨头，赢得脱贫攻坚的胜利。</p><p style="text-indent: 2em; line-height: 2em;">“八山半水一分田，半分道路和庄园”是我县地形地貌的真实写照。全县林地总面积290万亩，林木总蓄积量701万立方米，森林覆盖率达81.34%，森林资源尤为丰富。</p><p style="text-indent: 2em; line-height: 2em;">为建设好“活力、富裕、生态、平安”寻乌，守护好绿水青山是当代人义不容辞的责任。近年来，我县牢固树立绿水青山就是金山银山的发展理念，充分依托生态资源优势，大力发展林业扶贫产业，通过资金奖补、技术扶持、产业示范，实施以项目拉动、产业带动、包户促动和整体推动等方式，破解林业扶贫困境，闯出新路径，让贫困户在林业扶贫中享受生态建设“红利”。</p></section></section></section><p><br></p><section class="_135editor" data-tools="135编辑器" data-id="85952" style=" border-width: 0px; text-indent: 2em;"><strong>贫困户当护林员，既守住了绿水青山，又保障了他们的收入</strong></p><p style="line-height: 2em; text-indent: 2em;">52岁的黄清华，与老伴均患长期慢性病，是三标乡三标村贫困户。2016年10月，黄清华被选聘为生态护林员，负责管护村里的林地。此后，他每天都要巡山护林，看看有没有人把火种带进林地，看看有没有人无证采伐林木，看看有没有林木发生病虫害，一旦发现危害林木行为或现象，他就立刻上前制止、处置，并向上级部门报告。</p><p style="line-height: 2em; text-indent: 2em;">一年下来，黄清华可以领到1万元的护林工资补助。黄清华说：“自从当上护林员，有了这份稳定收入，在很大程度上减轻了生活负担，弥补了一大笔家庭开销。”</p><p></p><p style="line-height: 2em; text-indent: 2em;">在贫困户中优先选聘生态护林员，是保障贫困群众稳定增收，促进林业生态发展中的一项重大举措。2016年10月以来，全县各乡镇已选聘400名贫困群众担任护林员，每年支付工资400万元，解决了乡镇部分贫困群众脱贫退出。县林业局局长王军刚介绍说：“通过创新林业扶贫路径，大力发展生态扶贫项目，在逐步改善贫困群众生活条件的同时，进一步拓宽了贫困群众增收渠道，巩固了贫困户脱贫退出成效。”</p></section></section></section></section><p><br></p><section class="_135editor" data-tools="135编辑器" data-id="85952" style="border-width: 0px; line-height: 2em;"><strong>林业产业兴起，既拓宽了贫困户增收渠道，又激发了他们的内生动力</strong></p><p style="text-indent: 2em; line-height: 2em;">2009年，留车镇鹅湖村的侯桂林从广东省梅州市购买了2000棵油茶苗在自留山种植。当时，侯桂林缺少油茶种植技术，粗放管理了几年，油茶长势非常缓慢。2014年，侯桂林砍掉了感染了黄龙病的4000株脐橙和1000株蜜橘，一时间没有了产业收入。此时，他把目光再次转向了油茶种植，重新打理起之前种植的油茶树。</p><p></p><p style="text-indent: 2em; line-height: 2em;">2016年，侯桂林借着政策东风，把种植面积扩大到100亩，新种了10000棵油茶树苗。侯桂林说：“以前，最担心的还是栽培技术。如今，县林业局技术员会不定期来进行种植培训和技术指导，解决种植难题，大大提高了种植户种植管理水平。”</p><p style="text-indent: 2em; line-height: 2em;">经过精心管理，侯桂林前期种的2000棵油茶，2016年产量超过8000斤，每斤茶桃1.9元，收入不低于1.5万元，这是一笔很可观的收入。“如果按每斤1.9元价格来算，等100亩油茶产量达到高峰期，年收入可以超过10万元；如果加工成品茶油销售，价格会更可观。”对于油茶产业的发展，侯桂林充满了信心。</p><p style="text-indent: 2em; line-height: 2em;">发展绿色产业，不能落下一个贫困户。在侯桂林带动下，鹅湖村成立了油茶专业合作社，以资金入股方式，吸收贫困群众15户57人种植油茶，每户可享受每亩500元政策奖补，进一步保障了贫困群众发展油茶的积极性。</p><p><br></p></section></section></section></section><p><br></p><section class="_135editor" data-tools="135编辑器" data-id="85952" style="border-width: 0px; line-height: 2em;">我县通过扶持发展林业产业，有力的拓宽了贫困户增收渠道。截至2016年年底，全县油茶新造5000亩、低改2000亩，毛竹低改21051.5亩、退耕还林面积3000亩、龙脑樟种植4616亩、新开竹林道路91.03公里等，共拨付产业奖补资金1436万元，有593户贫困户2858人在林业产业扶贫中受益。</p><p style="text-indent: 2em; line-height: 2em;">副县长王晓东对记者说：“结合山区资源优势，大力发展油茶、龙脑樟、毛竹等林业产业，进一步激发贫困群众内生动力，在用好用活生态护林员岗位政策同时，积极构建覆盖面广、享受政策多的林业生态补偿机制，通过实施低质低效林改造、山体复绿、珠江防护林、退耕还林、公益林、天然林保护等工程，让所有符合补贴政策的林业资源全部转化为实实在在的收入。”</p></section></section></section></section><p><br></p><section data-role="paragraph" class="_135editor" style="border-width: 0px;
