font-size: 18px; text-align: center;">四</p><p style="padding-right: 15px; padding-left: 5px; max-width: 100%; font-size: 18px; min-width: 1em; line-height: 30px;">改革内容：</p></section></section></section><p style="line-height: 1.5em;"><span style="color: #3DA742;"><strong>（一）全部取消药品加成，破除“以药补医机制”，实行药品（中药饮片除外）零差价。</strong></span></p><p style="text-align: center;"></p><p style="line-height: 1.5em;"><strong><span style="color: #3DA742;"><br></span></strong></p><p style="line-height: 1.5em;"><strong><span style="color: #3DA742;">（二）调整部分医疗服务价格，优化医疗服务收费结构。</span></strong></p><p style="line-height: 1.5em;">1、适当降低大型医疗设备检查收费标准。</p><p style="line-height: 1.5em;">2、合理提高手术费、治疗费、护理费、诊查费、中医等项目收费标准。</p><p style="line-height: 1.5em;"><strong><span style="color: #3DA742;">（三）调增后的医疗服务项目收费纳入医保统筹范围</span></strong></p><p style="line-height: 1.5em;">1、调增后的医疗服务项目收费，根据医保“三个目录”支付类别分别纳入城镇职工基本医疗保险、城乡居民基本医疗保险政策报销范围，并纳入相应的大病保险、疾病医疗补充保险、民政医疗救助的政策报销范围。</p><p style="text-align: center;"></p><p style="line-height: 1.5em;">2.提高门诊、住院诊查费价格。门诊诊查费调增部分全部由统筹基金支付，住院诊查费调增部分纳入医保报销范围，按住院报销政策支付。调增后的住院诊查费按“保基本”的原则全部纳入医保报销范围。</p><p style="line-height: 1.5em;">3、取消1项医疗服务项目，即挂号费。</p><p style="line-height: 1.5em;"><br></p><p style="text-align: center;"></p><p style="line-height: 1.5em;">4、新增便民门诊诊查费。为方便慢性病及其他需要多次开处方等患者就医，各医院均要设立便民门诊，便民门诊诊查费的收费标准为：三级医院3元/次，二级医院2元/次，一级医院1元/次，全部由个人支付。</p><p style="line-height: 1.5em;">5、门诊诊查费及便民门诊诊查费有效期为48小时，同一患者在同一医院、同一科室多次就诊的，48小时内不得重复收取。</p><p style="line-height: 1.5em;">6、对困难群体的救助按照相关规定享受医疗救助待遇。部分补偿不到位的公立医院通过同级财政差别化补偿政策进行平衡，确保群众负担不增加，医保基金可承受，医院运行不受影响。</p><p style="text-align: center;"></p><section style="max-width: 100%;"><section style="padding-right: 5px;
