padding: 5px 15px;"><p style="text-indent: 2em; line-height: 2em;"><em>近日，寻乌县发布了《现代农业示范园区有关扶持政策》。全文如下：</em></p><p style="text-indent: 2em; line-height: 2em;">寻乌县现代农业示范园区规划面积为39686亩，其中核心区为10040亩，2017年共安排八大类28个建设项目。为进一步加快现代农业示范园区建设，根据《扶持农业产业发展实施方案（试行）》（寻办字〔2017〕25号）关于“示范园区的扶持采取‘一事一议’的方式进行扶持”的有关精神,现就有关园区扶持政策明确如下：</p><p style="text-indent: 2em; line-height: 2em;"><span style="font-size: 18px;"><strong>一、蔬菜大棚建设扶持政策</strong></span></p><p style="text-indent: 2em; line-height: 2em;">（一）<span style="color: rgb(0, 82, 255);">蔬菜基地企业和贫困户利益联结机制</span></p><p style="text-indent: 2em; line-height: 2em;">1．企业按高标准大棚实际建棚面积的20%、普通大棚实际建棚面积的15%无偿移交给所在村委会经营管理，为村集体资产，产权归村委会，产权期限与土地流转期限相同。村委会可采取返租企业、入股企业等模式管理使用。村委会与企业合作协议必须经当地乡（镇）政府批准同意，同时报县农粮局备案，所产生的利润全部用于村级脱贫攻坚投入或贫困户脱贫；也可分给贫困户种植。</p><p style="text-indent: 2em; line-height: 2em;">2．如分给贫困户种植，企业应给予大棚种植全程技术指导和帮扶，并按照不低于同期市场价格保底收购贫困户大棚种植的农产品。</p><p style="text-indent: 2em; line-height: 2em;">3．企业优先安排贫困户在蔬菜基地就业务工。</p><p style="text-indent: 2em; line-height: 2em;">（二）<span style="color: rgb(0, 82, 255);">蔬菜基地大棚奖补扶持</span></p><p style="text-indent: 2em; line-height: 2em;">大棚建设投资计划、建设标准应事先征得县现代农业攻坚领导小组同意，奖补扶持根据《扶持农业产业发展实施方案（试行）》（寻办字〔2017〕25号）文件精神，<span style="color: rgb(255, 76, 65);">蔬菜大棚按县财政、审计、农粮、城建、规划等部门审核的实际造价的50%给予奖补。根据大棚工程进度，每完成搭建大棚100亩，经县现代农业攻坚领导小组审定后，县财政可按实际奖补资金的60%预借给企业。</span></p><p style="text-indent: 2em; line-height: 2em;">（三）<span style="color: rgb(0, 82, 255);">蔬菜基地有关配套设施建设扶持</span></p><p style="text-indent: 2em; line-height: 2em;">1．由项目所在地乡（镇）政府与主管部门共同协助企业做好水电路和土地平整等园区“三通一平”工作。园区水利灌溉由县水利局协助实施，园区通电工作由县供电公司协助负责实施，园区主干道由县农业开发办协助实施，土地平整工作由当地乡（镇）政府负责实施。“三通一平”工作原则上通过项目实施来完成，无实施项目的由县财政统筹解决所需资金。</p><p style="text-indent: 2em; line-height: 2em;">2．由当地乡（镇）政府做好地面附着物补偿工作，地面附着物补偿范围需当地乡（镇）政府报县现代农业攻坚领导小组审核认定，补偿价格原则上按县政府审定的现有标准执行，所需资金由县财政统筹解决。</p><p style="text-indent: 2em; line-height: 2em;">3．对影响施工及生产安全必须迁移的线杆等地面附属设施，由乡（镇）和有关部门协助负责迁移，迁移费用原则上由附属设施主管部门负责。</p><p style="text-indent: 2em; line-height: 2em;">4．县国土、城建、林业、规划等部门在符合规定的情况下，为企业生产生活用房用地审批给予支持。</p><p style="text-indent: 2em; line-height: 2em;">5．由项目招商服务单位及农口部门、当地乡（镇）政府共同做好企业其他服务工作。</p><p style="text-indent: 2em; line-height: 2em;">（四）<span style="color: rgb(0, 82, 255);">关于合同签约</span></p><p style="text-indent: 2em; line-height: 2em;">为加快蔬菜基地建设进度，在执行上述扶持政策的前提下，经县现代农业攻坚领导小组批准后，由县政府与企业签订正式合同。</p><p style="text-indent: 2em; line-height: 2em;"><span style="font-size: 18px;"><strong>二、甜柿种植扶持政策</strong></span></p><p style="text-indent: 2em; line-height: 2em;">1．在示范园区内种植甜柿，原则上由政府免费提供苗木。农户必须与当地村委会签订种植协议，明确种植标准及相关要求，苗木在农户完成整地扩穴做堆并验收合格后据实发放。</p><p style="text-indent: 2em; line-height: 2em;">2．在示范园核心区并按规划种植甜柿的，经县现代农业攻坚领导小组批准，整地费用报县财政审核后，由县财政统筹解决。</p><p style="text-indent: 2em; line-height: 2em;"><span style="font-size: 18px;"><strong>三、蔬菜基地预冷设施扶持政策</strong></span></p><p style="text-indent: 2em; line-height: 2em;">参照市里标准，基地新建并正常使用的，<span style="color: rgb(255, 76, 0);">累计面积在10-20平方米，由县财政一次性奖补3万元，累计面积在20平方米以上，由县财政一次性奖补5万元。</span></p><p style="text-indent: 2em; line-height: 2em;"><span style="font-size: 18px;"><strong>四、组织机制保障有关政策</strong></span></p><p style="text-indent: 2em; line-height: 2em;">1．园区内基础设施建设项目的申报与实施。由乡（镇）会同各项目主管部门负责项目编报，县现代农业攻坚办统一汇总后报县扶贫开发领导小组审批。项目主管部门为项目法人单位，并负责项目的组织实施。</p><p style="text-indent: 2em; line-height: 2em;">2．为加快推进现代农业示范园区建设，建议从农口部门抽调5人，专门负责园区建设日常工作。县财政预拨30万元前期工作经费，用于园区企业对接等各项费用。</p></section></section><section style="margin-top: -11px; width: 100%; box-sizing: border-box;" data-width="100%"><section style="width: 11px;
