box-sizing: border-box !important;"></p><p style="max-width: 100%; min-height: 1em; line-height: 2em; text-align: justify; box-sizing: border-box !important;"> 为大力发展林业扶贫产业，近年来，该县牢固树立绿水青山就是金山银山的发展理念，充分依托生态资源优势，通过资金奖补、技术扶持、产业示范，实施以项目拉动、产业带动、包户促动和整体推动等方式，破解林业扶贫困境，闯出新路径，让贫困户钱袋子在林业扶贫中鼓起来。</p><p style="max-width: 100%; min-height: 1em; line-height: 2em; box-sizing: border-box !important;"> <strong style="max-width: 100%; box-sizing: border-box !important;"><span style="max-width: 100%; font-size: 18px; box-sizing: border-box !important;">贫困户当护林员</span></strong></p><p style="max-width: 100%; min-height: 1em; line-height: 2em; text-align: justify; box-sizing: border-box !important;"> 52岁的黄清华是寻乌县三标乡三标村贫困户，与老伴均患有慢性病。2016年10月，黄清华被选聘为生态护林员，负责管护村里的林地。此后，他每天都要巡山护林，查看是否有人把火种带进林地，是否有人无证采伐林木，是否有林木发生病虫害，一旦发现危害林木行为或现象，他就立刻上前制止和处置，并向上级部门报告。</p><p style="max-width: 100%; min-height: 1em; line-height: 2em; text-align: justify; box-sizing: border-box !important;"> 一年下来，黄清华能领到1万元左右的护林工资补助。黄清华说：“自从当上护林员，有了这份稳定收入，在很大程度上减轻了生活负担，弥补了一大笔家庭开销。”</p><p style="max-width: 100%; min-height: 1em; line-height: 2em; text-align: justify; box-sizing: border-box !important;"> 在贫困户中优先选聘生态护林员，是保障贫困群众稳定增收，促进林业生态发展中的一项重大举措。2016年10月以来，该县各乡镇共选聘400名贫困群众担任护林员，每年支付工资400万元，解决了乡镇部分贫困群众脱贫问题。寻乌县林业局局长王军刚介绍说：“通过创新林业扶贫路径，大力发展生态扶贫项目，在逐步改善贫困群众生活条件的同时，进一步拓宽了贫困群众增收渠道，巩固了贫困户脱贫退出成效。”</p><p style="max-width: 100%; min-height: 1em; line-height: 2em; box-sizing: border-box !important;"> <span style="max-width: 100%; font-size: 18px; box-sizing: border-box !important;"><strong style="max-width: 100%; box-sizing: border-box !important;">大兴特色产业</strong></span></p><p style="max-width: 100%; min-height: 1em; line-height: 2em; text-align: justify; box-sizing: border-box !important;"> 2009年，寻乌县留车镇鹅湖村的侯桂林从广东省梅州市购买了2000棵油茶苗在自留山种植。当时，侯桂林缺少油茶种植技术，粗放管理了几年，油茶长势非常缓慢。2014年，侯桂林砍掉了感染了病害的4000株脐橙树和1000株蜜橘树，没有了产业收入。此时，他把目光再次转向了油茶种植，重新打理起之前种植的油茶树。</p><p style="text-align: center; max-width: 100%; min-height: 1em; box-sizing: border-box !important;"></p><p style="max-width: 100%; min-height: 1em; line-height: 2em; text-align: justify; box-sizing: border-box !important;"> 2016年，侯桂林借着政策东风，把种植面积扩大到100亩，新种了10000棵油茶树苗。侯桂林说：“以前，最担心的还是栽培技术。如今，县林业局技术员会不定期来进行种植培训和技术指导，解决种植难题，大大提高了种植户种植管理水平。”</p><p style="max-width: 100%; min-height: 1em; line-height: 2em; text-align: justify; box-sizing: border-box !important;"> 发展绿色产业，不能落下一户贫困户。在侯桂林带动下，鹅湖村成立了油茶专业合作社，以资金入股方式，吸收贫困群众15户57人种植油茶，每户可享受每亩500元政策奖补，进一步保障了贫困群众发展油茶的积极性。</p><p style="max-width: 100%; min-height: 1em; line-height: 2em; text-align: justify; box-sizing: border-box !important;"> 寻乌县通过扶持发展林业产业，有力地拓宽了贫困户增收渠道。截至2016年底，全县油茶新造5000亩、低改2000亩，毛竹低改21051.5亩、退耕还林面积3000亩、龙脑樟种植4616亩、新开竹林道路91.03公里等，共拨付产业奖补资金1436万元，有593户贫困户2858人在林业产业扶贫中受益。</p><p style="max-width: 100%; min-height: 1em; line-height: 2em; text-align: justify; box-sizing: border-box !important;"> 结合山区资源优势，寻乌还大力发展油茶、龙脑樟、毛竹等林业产业，进一步激发贫困群众内生动力，在用好用活生态护林员岗位政策的同时，积极构建覆盖面广、享受政策多的林业生态补偿机制，通过实施低质低效林改造、山体复绿、珠江防护林、退耕还林、公益林、天然林保护等工程，让所有符合补贴政策的林业资源全部转化为实实在在的收入。</p></section></section></section><p style="max-width: 100%;
