center;"></p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">杨永飞首先回顾了2017年的工作，他说，一年来，面对繁重的发展任务，在县委的坚强领导下，县政府团结和依靠全县人民，以脱贫攻坚为统领，以七大攻坚为抓手，以担当实干为导向，经济发展在稳中求进中开创新局面，各项事业在全面发展中彰显新亮点——主要经济指标继续保持稳中向好的态势、与百姓息息相关的出行条件大幅改善、群众高度关注的安全饮水取得重大进展、制约寻乌发展的节点难点得到有效破解、挺起工业脊梁的首位产业项目加速集聚。一年来所做的工作及成效主要体现在：一是脱贫攻坚成效凸显，二是工业发展势头强劲，三是现代农业提质增效，四是城乡面貌日新月异，五是第三产业迸发活力，六是绿色发展纵深推进，七是社会事业协调发展，八是自身建设全面加强。</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">杨永飞说，2017年是我县建设大提速、城乡大变样、民生大改善、质效大提升的一年，是我县经济社会发生深刻变化的一年，在振兴发展征程中留下了浓墨重彩的一笔。</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">杨永飞说，2018年是全面落实党的十九大精神开局之年，也是脱贫攻坚决战之年。今年政府工作的总体要求是：全面贯彻党的十九大精神，以习近平新时代中国特色社会主义思想为指导，认真落实习近平总书记重要批示精神，落实中央经济工作会议、省委十四届五次全会、市委五届四次全会和县委十五届五次全会精神，坚持稳中求进工作总基调，坚持新发展理念，坚持以供给侧结构性改革为主线，坚持以脱贫攻坚为引领，坚持以七大攻坚为主抓手，做到“五个牢牢把握”，统筹推进稳增长、促改革、调结构、惠民生、优生态、防风险各项工作，奋力打造新时代中国特色社会主义红色样板。</p><p style="text-align: center;"></p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">杨永飞指出，今年的政府工作，着力抓好八个方面：</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">（一）<strong>以脱贫摘帽为统揽，突出高质量、可持续，坚决打赢攻坚战。</strong>举全县之力，集全县之智，确保如期实现精彩脱贫、光荣摘帽。</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">（二）<strong>以首位产业为引领，围绕强招商、优服务，加速培育产业群。</strong>坚持强攻工业不动摇，推动通用设备制造首位产业做大做强，促进工业经济量质齐升。</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">（三）<strong>以乡村振兴为突破，注重调结构、增质效，持续挖潜促增收。</strong>坚持农业农村优先发展，建设“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”的美丽乡村，推动农业农村现代化。</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">（四）<strong>以城市“双修”为主线，着力强建管、提品位，创建精致宜居城。</strong>进一步优化布局、完善功能、精致管理、提升品质，让人民群众在城市生活得更方便、更舒心、更美好。</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">（五）<strong>以繁荣三产为抓手，持续旺业态、扩消费，激发增长新动能。</strong>围绕满足群众多层次消费需求，加快补齐服务业短板，推动现代服务业总量扩张、结构优化。</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">（六）<strong>以改革创新为驱动，不断转职能、释红利，彰显体制新活力。</strong>加快实施一批关键性、突破性、引领性改革举措，迈出改革创新新步伐。</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">（七）<strong>以生态建设为基础，全力护山水、筑屏障，厚植发展新优势。</strong>像保护眼睛一样保护生态环境，努力把寻乌这片绿水青山建设成为人人共享、代代受益的“绿色银行”。</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">（八）<strong>以服务民生为宗旨，倾力办实事、暖民心，增强群众获得感。</strong>落实以人民为中心的发展思想，坚持一手抓发展、一手抓民生，做到发展与民生同步部署、发展质量与民生质量同步提升，不断满足人民日益增长的美好生活需要。 </p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">就加强政府自身建设，杨永飞说，我们将牢固树立“四个意识”，坚决维护党中央权威和集中统一领导，积极主动落实上级的各项决策部署，服从县委领导不动摇、不懈怠、不折腾，巩固风清气正的政治生态。牢固树立法治意识，把法治思维和法治方式贯穿于政府工作全过程，确保政府法定职责必须为、法无授权不可为。牢固树立效率意识，坚决整治庸政懒政怠政行为，以敢担当、提水平为主题，纵深推进改作风、提效率。牢固树立廉洁意识，坚决把全面从严治党新要求落实到政府各项工作和各个环节，严格落实中央八项规定实施细则，坚定不移反对“四风”。</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">杨永飞最后说，实现脱贫摘帽、过上小康生活，人民充满期待，政府重任在肩，干部责无旁贷。让我们在县委的坚强领导下，不忘初心、不辱使命、不负重托，始终谋发展、敢担当、善作为，在百舸争流的新时代中奋勇争先、再接再厉、再创辉煌，努力为全面建成小康社会奠定更加坚实基础！</p><p
