font-family: Simsun; font-size: 14px;'>——寻龙高速项目落地开工记</span></section><section style='line-height: 2em;text-indent: 0em;'><span style='letter-spacing: 2px;'> 6月24日，寻龙高速项目完成综合签约征拆量的96.5%。这是寻乌县坚定“项目为王”理念，以百姓福祉为落脚点，以自身优势为突破口，自我加压、聚全县之力打好攻坚战生动缩影。把寻龙高速作为重点工程、1号项目来抓，寻乌县委、县政府县级领导南下北上50余次，正科级领导北上对接300余次，终于实现了项目“十三五”后期开工建设的目标。</span></section><section style='line-height: 2em;text-indent: 0em;'><strong><span style='letter-spacing: 2px;'> 用地落实快。</span></strong><span style='letter-spacing: 2px;'>寻乌县建立了全方位的部门协调联动机制，于2019年1月9日启动项目用地预审报批工作，在寻乌县自然资源局、发改委、交通运输局的密切配合下，于2019年4月15日通过用地预审；在省发改委相继批复项目工可、初设后，寻乌县快速推进项目用地报批工作，于2020年3月2日获江西省自然资源厅审查通过，是疫情防控期间我省强化自然资源要素保障服务支持的首宗重大项目建设用地。据悉，项目用地受国家层面用地批复版本调整、耕地占补平衡系统修复等客观因素影响暂未批复，寻乌县已按要求提交合格的补正资料，预计7月初可正式获批。</span></section><section style='line-height: 2em;text-indent: 0em;'><strong><span style='letter-spacing: 2px;'> 资金保障足。</span></strong><span style='letter-spacing: 2px;'>2020年，为有效应对疫情带来的不利影响，国家层面迅速启动了地方政府专项债券和新增中央投资项目申报工作。寻乌县积极推动、高效配合寻龙高速项目申报专项债券资金，于2020年6月初成功争取到位15亿元专债资金。为加快推进项目建设，寻乌县积极向上汇报沟通，成功向江西省高速公路投资集团有限公司借款3亿元，有力保障了项目的征地拆迁等工作推进。</span></section><section style='line-height: 2em;text-indent: 0em;'><strong><span style='letter-spacing: 2px;'> 征拆推进硬。</span></strong><span style='letter-spacing: 2px;'>为保证项目实物工程建设得到快速推进，寻乌县按照“多级研讨、全线动员、随时表彰”的原则依次召开研讨会、动员会、表彰会，高效推进项目征拆工作。印发《江西寻乌至广东龙川高速公路（江西境内段）新建工程项目集体土地征收及房屋拆迁补偿安置方案》，确定“4月底基本完成征地任务，确保项目按期开工；6月底基本完成拆迁任务，确保项目快速推进”的征拆目标，探索出了一条“先签约、先弃房、先安置”“拆一补一”“设置按时签约、整体签约、弃房奖励”的重大项目征拆政策，出台惠民利民政策推动人民群众积极配合重大项目征拆工作，快速提供项目实物施工基本作业面。</span></section><section data-role="outer" label="Powered by 135editor.com" style='max-width: 100%;
