line-height: 1.75em; margin-top: 5px; margin-bottom: 5px;'><span class="wxart_image" wx-style='display:inline-block;width: 100%;height: auto;'></span></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;'><br></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;'><span style='font-size: 15px;'>各设区市人民政府，赣江新区管委会：</span></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;'><span style='font-size: 15px;'><br></span></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;text-indent: 2em;'><span style='font-size: 15px;'>为促进高校毕业生就业，补充和优化乡村医生队伍，缓解村卫生室人员不足的问题，落实基本医疗有保障工作标准的要求，根据《乡村医生从业管理条例》和《国家卫生健康委关于允许医学专业高校毕业生免试申请乡村医生执业注册的意见》 （国卫基层发〔2020〕11 号）有关规定，经省政府同意，现就完善我省乡村医生执业注册工作提出以下意见。</span></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;text-indent: 2em;'><span style='font-size: 15px;'><br></span></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;text-indent: 2em;'><span style='font-size: 15px;'>一、<strong><span style='color: rgb(0, 122, 170);'>允许医学专业高校毕业生免试申请乡村医生执业注册。</span></strong>允许具有全日制大专以上学历的临床医学类、中医学类、中西 医结合类等相关专业应届毕业生（含尚在择业期内未落实工作单位的毕业生）免试申请乡村医生执业注册。县级卫生健康行政部门要开展摸底调查，结合村服务人口数量，统筹本行政区域内乡村医生岗位需求，及时汇总并向社会公开发布岗位信息，方便医学专业高校毕业生择业。统筹乡村医生岗位需求时，要优先满足脱贫攻坚实际需要，引导医学专业高校毕业生到健康扶贫重点地区从事医疗卫生服务。 </span></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;text-indent: 2em;'><span style='font-size: 15px;'><br></span></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;text-indent: 2em;'><span style='font-size: 15px;'>二、<span style='color: rgb(0, 122, 170);'><strong>允许农村医学专业中等医学学历人员，经统一考试（考 核）合格后，申请乡村医生执业注册。</strong></span>取得江西省教育厅统一印制的农村医学中专学历毕业证书且自愿到村卫生室执业的，均可报名参加全省乡村医生执业资格考试（考核），考试（考核）合格后可按照各地村卫生室设置和乡村医生需求申请乡村医生执业注册。全省乡村医生资格考试（考核）考务管理实行省、市、县分级责任制，具体考试（考核）方案另行印发。 </span></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;text-indent: 2em;'><span style='font-size: 15px;'><br></span></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;text-indent: 2em;'><span style='font-size: 15px;'>三、有关要求 </span></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;text-indent: 2em;'><span style='font-size: 15px;'>（一）加强组织领导。各地要提高政治站位，加强组织领导，将完善乡村医生执业注册工作纳入落实中央“六稳”“六保” 工作举措，精心组织实施，做好政策衔接，加强政策宣传和舆 论引导，确保政策落实到位。</span></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;text-indent: 2em;'><span style='font-size: 15px;'>（二）依法开展执业注册。有意愿从事乡村医生职业的全日制大专医学专业高校毕业生，或经省级组织考试（考核）合格的农村医学专业毕业生，可向县级卫生健康行政部门申请办理乡村医生执业注册，经县级卫生健康行政部门依据岗位需求 批准后，注册程序按照《条例》有关规定办理并及时将乡村医生的注册信息录入《江西省乡村医生执业注册管理系统》，并核发乡村医生执业证书。对离开乡村医生岗位逾期未提出再次考核申请或经再次考核仍不合格的人员，及时注销并收回乡村医生执业证书。注册乡村医生参加乡镇卫生院公开招聘被聘用后，乡镇卫生院要依法依规与其签订聘用合同或者劳动合同。</span></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;text-indent: 2em;'><span style='font-size: 15px;'> （三）做好岗前培训及考核。从事乡村医生的医学专业高校毕业生和考试合格的农村医学专业毕业生上岗前，县级卫生健康行政部门要组织做好岗前培训，帮助其了解掌握乡村医生 执业规则和特点。上岗后，要持续指导和监督日常执业活动，并依据《乡村医生从业管理条例》规定，加强乡村医生执业考核与管理，考核结果与乡村医生执业注册挂钩。各地要积极创造条件，为村卫生室配备基本诊疗设备和药品，通过培训、进修等方式不断提高乡村医生医学综合能力和实践技能，鼓励符合条件的乡村医生考取执业医师资格或者执业助理医师资格。</span></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;text-indent: 2em;'><span style='font-size: 15px;'> （四）落实乡村医生待遇。各地要落实乡村医生各项补助待遇，大力推进乡村一体化管理，完善医疗风险分担机制，不断改善乡村医生执业环境。要关心关爱乡村医生，努力帮助其解决工作和生活中遇到的实际困难，鼓励和保障乡村医生扎根乡村、服务乡村。</span></p><p style='text-align: justify;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;text-indent: 2em;'><br></p><p style='text-align: right;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;'><strong><span style='font-size: 15px;'>省卫生健康委</span></strong></p><p style='text-align: right;line-height: 1.75em;margin-top: 5px;margin-bottom: 5px;'><strong><span style='font-size: 15px;'>2020 年 8 月 13 日</span></strong><span style='font-size: 15px;'></span></p></section></section></section></section><p><br></p><hr style='border-style: solid;
